History
10 Jul 1948, Trogen (Switzerland), under the auspices of UNESCO, during Pestalozzi Village Study Sessions. Original title: International Federation of Children's Communities -- Fédération internationale des communautés d'enfants (FICE) -- Federación Internacional de Comunidades Infantiles -- Internationale Vereinigung der Erziehungsgemeinschaften. Also referred to in German as Internationale Gesellschaft für Heimerziehung. Registered in accordance with Swiss law.
Aims
In accordance with the Universal Declaration of Human Rights, support endeavours to further global realization of the international rights of the child; focus on the disadvantaged child, on the child at risk and on how to improve its potentially detrimental living conditions and family surroundings; promote international exchange of knowledge and experience in the field of childcare; endeavour to improve extra-familial care; represent institutions in which children and adolescents live for shorter or longer periods; encourage the family as the original system; encourage reform and development in all types of child care; act as an international forum for exchange of experience among practitioners and academics in the field of care and education for children and young people both within and outside their families; coordinate with members in assisting children without families or whose families are only partially able to carry out social, educational or health care responsibilities; show special concern for children and youth who grow up in residential or community care, or in conditions which arrest their physical, emotional and social development.

Executive Committee (meets 4 times a year), consisting of President, Secretary-General and Treasurer. Vice-Presidents (3) for: cooperation with Baltic countries and CIS states; professional questions, training and post-graduate training; questions concerning rights of the child. Honorary Presidents; Honorary members. Regional group: FICE-Europe.
