Promote regional cooperation at all levels among islands of the South West Indian Ocean; identify, collect and disseminate information and knowledge on the Indian Ocean, in particular the South West Indian Ocean islands; initiate research with the aim of advancing knowledge on issues of national and regional importance; undertake research and action research on sustainable development and regional cooperation issues in the Indian Ocean region; initiate and support integrated projects on development and environment in collaboration with and for grassroots NGOs; promote concept of human centred development.
