8-9 Jan 1990, Paris (France), at constitutional conference comprising representatives of 34 countries, following proposals, Nov 1989, by President Mitterrand of France, and confirmation, 9 Dec 1989, Strasbourg (France), at summit conference of member countries of H-XD0665 - European Community. Statutes approved, Oct 1990, by F-XF0667 - European Parliament (EP). Inaugurated 15 Apr 1991, London (UK), on signature of a Headquarters Agreement.
