Established at meeting of ministers and cabinet-level officials.

Subsequent informal meetings of economic leaders:

• outlined APEC's vision, 1993, Seattle WA (USA);
• planned free and open trade and investment in the region by 2010 for developed economies and by 2020 for developing economies, 1994, Bogor (Indonesia);
• adopted the 'Osaka Action Agenda (OAA)', 1995, Osaka (Japan);
• adopted the 'Manila Action Plan for APEC (MAPA)' and first Collective and Individual Action Plans compiled, 1996, Manila (Philippines);
• endorsed proposal for Early Voluntary Sectoral Liberalization (EVSL), 1997, Vancouver BC (Canada);
• agreed on first 9 sectors for EVSL and sought EVSL agreement with non-APEC members at World Trade Organization, 1998, Kuala Lumpur (Malaysia);
• committed to paperless trading by 2005 in developed economies and 2010 in developing economies and APEC Business Travel Card scheme approved and Mutual Recognition Arrangement on Electrical Equipment and a Framework for the Integration of Women in Apec endorsed, 1999, Auckland (New Zealand);
• established electronic Individual Action Plan (e-IAP) system, 2000, Bandar Seri Begawan (Brunei Darussalam);
• adopted Shanghai Accord and the e-APEC Strategy, 2001, Shanghai (China);
• adopted Trade Facilitation Action Plan, Policies on Trade and the Digital Economy and Transparency Standards, 2002, Los Cabos (Mexico);
• agreed to re-energize the WTO Doha Development Agenda negotiations, 2003, Bangkok (Thailand);
• adopted Best Practices for RTAs and FTAs, Santiago Initiative for Expanded Trade and a Data Privacy Framework, 2004 Santiago (Chile);
• adopted Busan Roadmap, completed Mid-Term Stocktake and APEC Privacy Framework, 2005, Busan, Korea Rep;
• APEC Economic Leaders endorsed Ha Noi Action Plan, 2006, Hanoi (Vietnam);
• issued a Declaration on Climate Change, Energy Security and Clean Development, 2007, Sydney (Australia);
• focused on the social dimensions of trade and on reducing the gap between developing and developed members, 2008, Lima (Peru);
• resolved to pursue balanced, inclusive an sustainable growth, while leaders agreed to extend their standstill commitment on protectionism until 2010, 2009, Singapore (Singapore);
• issued the Yokohama Vision to provide a roadmap for members to realize an economically-integrated, robust and secure APEC community, 2010, Yokohama (Japan);
• issued the Honolulu Declaration in which leaders committed to taking concrete steps towards a seamless regional economy, addressing shared green growth objectives, and advancing regulatory cooperation and convergence, 2011, Honolulu HI (USA);
• economies endorsed a ground-breaking APEC List of Environmental Goods that directly and positively contribute to green growth and sustainable development objectives, 2012, Vladivostok (Russia);
• economies provided the push needed to conclude the "Bali Package" at the 9th World Trade Organization Ministerial Conference to boost global trade, 2013, Bali (Indonesia);
• leaders committed to taking a concrete step towards greater regional economic integration by endorsing a roadmap to translate the vision of the Free Trace Area of the Asia-Pacific (FTAAP) into a reality, 2014, Beijing (China).

Aims

Work to meet the Bogor Goals of free and open trade and investment in the Asia-Pacific region by 2010 for developed economies and 2020 for developing economies.
