History

Established under provisions of the T-XT5765 - Treaty on the Functioning of the European Union (TFEU) within the framework of associations with its F-XF3413 - Association of Overseas Countries and Territories of the European Union (OCTA) for a period of 5 years, and within the framework of F-XF2147 - European Union (EU); these provisions were renewed under the Yaoundé Conventions, the first signed 20 Jul 1963 and entered into force 1 Jul 1964, the second signed 29 Jul 1969 and expired 31 Jan 1975.

The Yaoundé Convention set up 'Associated States of Africa and Madagascar (ASAM) -- Etats africains et malgache associés au Marché Commun', subsequently H-XH0060 - Association of the European Economic Community and the African and Malagasy States. Provisions of the Yaoundé Conventions were extended to all member countries of F-XF0671 - Organisation of African, Caribbean and Pacific States (OACPS) by the signing of T-XT7543 - ACP-EEC Convention (Lomé convention), 28 Feb 1975. T-XT7979 - Second ACP-EEC Convention (Lomé II), signed 31 Oct 1979. T-XT8412 - Third ACP-EEC Convention (Lomé III), signed 8 Dec 1984 and entered into force in Mar 1985.

The T-XT8967 - Fourth ACP-EEC Convention (Lomé IV), was signed 15 Dec 1989 and came into force 1 Mar 1990, for 10 years, but the related (7th) EDF remained funded for only 5 years. The convention was amended on 4 Nov 1995, Mauritius, and adjusted to the new treaty establishing the European Community and the European Union. The Lomé Convention was replaced by the T-XT0080 - ACP-EU Partnership Agreement (Cotonou agreement), signed 23 Jun 2000 for a period of 20 years, and revised, 25 Jun 2005 and 4 Nov 2010. The association agreement with the remaining OCTs was renewed on 27 Nov 2001 for a period until 2011, with agreement amended on 19 Mar 2007.

Previous: 9th EDF, supplemented by the transferred balances from the previous EDFs, covered the period 2000-2007. 10th EDF covered 2008-2013.

The EDF is set up as an intergovernmental fund, replaced every 5 years, and administered by the E-XE2442 - European Commission (EC) or, for the investment facility which includes interest subsidies and a revolving fund for risk capital and loans. The E-XE7976 - European Council of 15-16 Dec 2005 decided on a 10th EDF, which will be aligned on the financial perspectives of H-XF0662 - European Communities (EC) and will cover the 6-year period 2008-2013. As of Jan 2011, EDF serves as one of 3 "geographical" instruments for the DG Development and Cooperation - EuropeAid.

11th EDF (2014-2020) created by intergovernmental agreement, signed Jun 2013 and entered into force 1 Mar 2015.

Aims

Provide aid for 79 African, Caribbean and Pacific (ACP) partner countries of the Union and for the Overseas Countries and Territories of Member States; stimulate economic development, social and human development, regional cooperation and integration.
