The UIA is a leading provider of information about international non-profit organizations. The aim of the Open Yearbook is to promote the activities of international non-governmental organizations (INGOs) and intergovernmental organizations (IGOs).

1988, Arc et Senans (France), as European Network of Cultural Centres -- Réseau de centres culturels européens, on a proposal of the D-XD0435 - Council of Europe (CE). As of 2006 "no longer exists".
Aims
Act as a platform where cultural networks and organizations meet to exchange information and debate issues which are of crucial interest for cultural mediators.
